This guideline is applicable to mobile phones, ipads, and other electronic gadgets/equipment with lithium ion/lithium metal batteries (packed with or contained in equipment) for cargo loading only. Acceptance shall be limited to brand-new units only. As of date, the only prevailing ban on the acceptance of mobile phones involves VIVO brand only.
Lithium-Ion Batteries Contained or Packed in Equipment
A. Requirements
- UN Manual of Tests and Criteria if available
- SDS or any document that provides information on product/battery information.
- User’s Manual
- Packaging Images
- Research Excerpt
- Certification from known forwarder/shipper confirming compliance to limitation as general certification or on a per airway bill basis or any other source of information that the device/gadget is/are within the set limitation.
Note: The documents presented shall allow the determination of watt-hour rating for lithium-ion batteries and lithium content or aggregate content for lithium-metal batteries. Furthermore, gadgets will undergo regular screening process, any discrepancies will be coordinated and handled with the shipper/forwarder involved.
B. Acceptance and Limitations
CEB accepts batteries contained in or packed with equipment of not more than 100Wh only for lithium-ion batteries and not more than 2g only for lithium metal batteries following specific packing instructions below:

- UN 3481, under Packing Instruction (PI) 966, Section II

Perishables with Dry Ice
The carriage of Dry Ice or Carbon Dioxide, Solid as Refrigerant for commercial consideration is not restricted and is acceptable for carriage provided that the following are complied with:
- UN 1845, under Packing Instruction (PI) 954
- Limitation and Marking:
- Maximum 200kg per package, per compartment
- Net weight of dry ice contained in each package must be shown. The minimum dimension of the marking is 100mmx100mm.
